This speech comes from Jin Canrong, widely regarded as CCP’s top strategist, is a national senior advisor to the Chinese Communistic Party (CCP) and Xi Jinping. He also holds other positions of power such as former visiting professor to the University of Michigan, Deputy Dean of the School of International Studies, Deputy Director of the Center for American Studies, Renmin University of China, special advisor and expert for CCP’s Central Organization Department, Central United Front Work Department, the National Ministry of Human Resources and Social Security, and the Ministry of Science and Technology, and a member of the Economic Diplomacy Expert Group of the Ministry of Commerce.
His speech was given at a two-day conference in Guangzhou City, China (July23-24, 2016). In analysis, what he wanted was for US to comply to China and have China surpass the UK and become the world leader instead of the United States. He proposes that the “Belt and Road Initiative” and the “Free Trade Area of the Asia Pacific (Asia-Pacific FTA)” will be used to tie in physical means of power to countries such as East Asia, West Asia, Africa, and Europe to make them into “one economic entity” and the use of trade and compatible legal systems arrangements will connect Australia and North/South America to China as well. He refers of these two things as the two pillars, one being more solid than the other. He believes that the US is taking a butterfly strategy and that China will take on a sub-pillar strategy— because China’s industrial force is a little bit stronger. As for the China relations, he proposes that they develop ways to make the US commit mistakes and also in terms of dealing with the US, make sure all arrangements are entwined so it’s hard for the US to get out of anything.
He discusses that China originally had four pillars — great power diplomacy, neighboring country diplomacy, developing country diplomacy, and multilateral international organization diplomacy. Except at that present time, US was always the one who had to grant the permission for any kind of permissible power to acknowledge China. So to do undo that, they elected Xi Jinping to decrease the relationship between US and China and to develop deeper connections and relationships with other countries. He points out that US is a business country and so, China must become stronger so that US would cave in and agree to China. And the subtle plans of China would not directly hurt or be in opposition with the US — China’s developments include the Belt and Road Initiative, New Development Bank, Asian Development Bank, Eastern Air Defense Zone, and the South China Sea island building.
In his words — “For example, we built some islands in the South China Sea, which greatly irritated the United States. But we waited until the United States got itself into fights with Syria; we waited until it got itself involved in Ukraine. We only built the islands then. When the US found that we had built such large islands by the end of last June, we immediately said to it, “Oh, my dear boss, we will stop it.” He goes on with the details hoping that Hillary is elected so they could work on a deal called BIT, “Bilateral Investment Treaty,” which is to give US better concessions while China’s investments would expound. And through this, China can control the market and make money.
He goes in further and talks about the US House of Representatives and how they could influence elections and control the politicians for votes and power. Then, if they can buy off those people, they can turn the elected American officials into their second committee of the National People’s Congress. If that doesn’t work, then to make sure that US had four enemies to deal with so they can’t keep up. One of the focuses was Brazil, proclaiming that Russia won’t be enough.
